Environmental License – Legal Foundation for Waste Treatment Operations
An environmental license is a legal document that defines the scope of permitted activities and outlines environmental protection requirements for investment projects. Depending on the project’s scale and type, the license is issued by the Ministry of Agriculture and Environment (formerly the Ministry of Natural Resources and Environment), or by provincial or district-level People’s Committees. This is a mandatory procedure that investors must undertake, serving as the legal basis for both trial and official operation of waste treatment systems.

Environmental Impact Assessment (EIA) – A Prerequisite for Sustainable Project Development
The concept of Environmental Impact Assessment (EIA) was first introduced in the Law on Environmental Protection 1993 and has remained consistent through the latest version – the Law on Environmental Protection 2020 (No. 72/2020/QH14), effective from January 1, 2022. EIA is the process of analyzing, evaluating, identifying, and forecasting the environmental impacts of an investment project, to propose measures to mitigate negative effects. Before commencing construction, investors are required to conduct an EIA and obtain approval from the competent authority for their EIA report.
